Parking Permits

Various types of parking permits are available to accommodate different parking needs: annual permits, semester permits, and temporary permits for shorter periods of time. The permit type and color determines where one can park. Falsification of information may lead to fines and denial of parking privileges.

1. Student Permits
The type of permit that a student qualifies for is determined by student status and address. Student permits may be purchased online at http://www.finfacil.niu.edu/parking/. A description of each type of student permit follows.

    a) Yellow Parking Permit: Available to commuting students (those residing outside the city of DeKalb, those who do not have a DeKalb address, or those who live more than 5 blocks from a Huskie Bus line bus stop) and to graduate assistants who are not living in university-owned housing. A DeKalb post office box does not qualify as an address for the purposes of Campus Parking Services. Additional parking is available after 4 p.m. in blue lots that are designated by a circle on the map. A reserved parking space may be available for an additional fee.

    b) Orange Parking Permit: Available to students living in university-owned housing on a first-come, first-served basis until limit is obtained. A reserved parking space may be available for an additional fee. These permits are available as window decals only. Orange permit holders are restricted from parking and idling east of Annie Glidden Road, Monday-Friday from 7 a.m.-7 p.m. Use of the pay lot as a residence hall lot is prohibited.
     
    c) Brown Parking Permit: Available to any student not living in university-owned housing. Additional parking is available after 4 p.m. in blue lots that are designated by a circle on the map. Students for whom a brown permit is not suitable because of their distance from campus, location in the city, or any other special circumstances may appeal for special parking consideration. Appeals should be directed to the Campus Parking Services Office.

    d) Green Parking Permit: Remote parking for students living in university-owned housing at a less expensive fee. These permits are available as window decals only. Green permit holders are restricted from parking and idling east of Annie Glidden Road, Monday-Friday from 7 a.m.-7 p.m. (Green Permit Holders Policy)
    Use of the pay lot as a residence hall lot is prohibited.

    e) Special Medical Parking Permits: Students requiring special parking accommodations due to temporary medical reasons must first go to the University Health Service to complete the application for Special Parking Privileges. The physician will determine the special parking privileges and duration to be granted. The application for Special Parking Privileges should then be brought to Campus Parking Services to obtain permit.

    f) Special Parking Permission Permits: Students requiring special parking accommodations due to extenuating circumstances, but not health related, may file a Special Parking Permission Appeal at Campus Parking Services. These appeals will be reviewed by the Parking Appeals Committee. The decisions of the Parking Appeals Committee are final. Campus Parking Services may assess a $15 fee for each special parking permission permit it grants.

2. Employee Permits

a) Blue Parking Permit: Available to employees and non-university personnel working on campus in a contractual arrangement. Employees who need a permit for less than one semester can purchase a temporary permit. A vehicle displaying a blue permit can park in spaces designated as blue. University employees requiring short-term special parking for medical reasons should contact Campus Parking Services.

b) Reserved parking may be available for an additional fee. Renters of a reserved space may also be issued a privilege card. Reserved permit holders may also park in blue-designated spaces or at a meter if their reserved space is occupied by an unauthorized vehicle. Privilege cards are only good for a specific reserved space and may not be used as a second permit by another person actively employed by or enrolled in the university. Reserved space privilege cards should be displayed in accordance with the instructions noted on the card.

3. Annuitant Permits

    A complimentary parking permit is available to an annuitant upon the effective date of retirement. A university identification card showing retirement status is required to obtain the permit.

4. Handicapped Permits

    Employees and students who meet the Secretary of State's requirements and have obtained handicapped license plates or placards may be issued a reserved parking space for a reduced fee.

    Special parking privileges may be extended to individuals who are temporarily disabled.

5. Temporary and Visitor Parking Permits

    Temporary parking permits will be issued to anyone (employee, student, visitor) who has a reasonable need for a short-term permit. The fee for the temporary permit will be based upon the length of time that the permit is needed: daily, weekly, or monthly.

6. Vendor/Service Parking Permits

    Vendor/Service parking permits will be issued to vendors and departments for a fee when there is a need to use designated service parking spaces. These permits will also be issued to blue permit holders when there is a need to use designated service spaces. Vendor/Service parking permits may also utilize blue designated parking spaces.

Permit Registration

  1. Buying a permit/registering a vehicle: A university identification card may be requested at the time of registration. A graduate assistant who is eligible for a yellow permit must have their status verified by Campus Parking Services. University-issued parking permits may not be loaned, traded, or sold by the person(s) to whom they have been issued. Persons displaying a permit that is registered to someone else may have the permit revoked, receive parking citations and parking privileges denied. Only one regular permit may be purchased by an employee or a student. Exception: A motorcycle permit can be purchased in addition to a regular permit (blue, brown, green, orange, or yellow).

  2. Display of permit: Window decals must be permanently and totally affixed to the front windshield, lower corner, passenger side. The permit must be visible from outside the vehicle but should not obstruct the driver's line of sight. Transferable permits must be suspended from the rearview mirror with the permit numbers facing forward. The permit must be clearly visible from both the front and rear of the vehicle. Transferable permits are to be removed when vehicle is in motion (Illinois Compiled Statutes 625 ILCS 5 1/2-503). If you do not have a rear view mirror, you may obtain a windshield clip or plastic pocket for your permit from Campus Parking Services. Motorcycle permits must be attached to the rear license plate. Specific instructions can be obtained from Campus Parking Services.
    Citations will be issued to vehicles when a permit is not properly displayed. It is the responsibility of the permit holder to display their permit properly. A vehicle not displaying a parking permit will be treated as an unregistered vehicle. Only one valid permit may be displayed on a vehicle. All expired permits must be removed from vehicles. Vehicles displaying an invalid or expired permit will be ticketed. Exception: Temporary permits may be displayed in addition to the regular permit.

  3. Student annual and fall permit refunds: A full refund less a $10 processing fee will be issued to students who return their permit to Campus Parking Services by September 15. Permits returned September 16 through September 30 will receive a 50% refund less a $10 processing fee. There will be no refunds for permits returned after September 30.

    Student spring permit refunds: A full refund less a $10 processing fee will be issued to students who return their permit to Campus Parking Services by February 15. Permits returned February 16 through March 1 will receive a 50% refund less a $10 processing fee. There will be no refunds for permits returned after March 1.

    Faculty/staff permit refunds: A full refund less a $10 processing fee will be issued to faculty/staff who return their permit to Campus Parking Services within 30 days of the permit purchase date. Permits returned after 30 days and up to 60 days of the permit purchase date will receive a 50% refund less a $10 processing fee. There will be no refunds for permits returned after 60 days of the permit purchase date.


  4. Lost, stolen permits: A Parking Permit Loss Report must be filed at Campus Parking Services as soon as the loss is discovered. If a missing permit is found after the report is filed, it is the permit holder's responsibility to notify Campus Parking Services. A temporary permit may be issued at no cost for up to two weeks after which a new permit may be purchased at a discounted rate.

  5. Replacement permits: When a permit cannot be retrieved because of accident or sale of vehicle, a replacement permit may be purchased. The original permit remains as an active permit, and the person to whom it is registered may remain responsible for any tickets incurred.

  6. Vehicles with dealer plates: Vehicles displaying dealer (DL) plates will be registered in accordance with Illinois state law.

  7. Visitors: Visitors must use pay-parking facilities or purchase an appropriate parking permit at Campus Parking Services. A fee will be charged to departments requesting permits for guests. The host department is responsible for making prior arrangements with Campus Parking Services or for informing their guests that there is a daily parking fee. A No NIU Registration ticket can be cleared only by payment of the daily fee.
